NEW INCIDENT OF HARASSMENT: RICK NEWMANN EMPLOYS POLICE TO STALK, ENTER & HARASS

 

Part 1

The incident

This document serves as a formal complaint regarding an incident that occurred on December 13, 2024, involving repeated harassment, stalking, and privacy violations at my residence. These actions, committed by Property Manager Rick Newmann and others associated with the property, constitute violations of my rights under Minnesota state law, federal law, and tenant protections.

Subpart 1

Incident Description

At approximately 12:04 p.m. I was woken by the sound of someone attempting to enter my apartment. Upon hearing movement at my door, I verbally acknowledged the disturbance by asking, "Is that my door?" As I moved toward the door, an individual identified themselves as Volunteer Officer Eric Schwarzrock and requested that I open the door.

When I reached the door, I discovered it was already open. Officer Schwarzrock informed me a neighbor called to see if you were ok, stating they:

 "hadn't seen or heard from you lately." 

This language aligns precisely with prior text messages from Property Manager Rick Newmann, which reflect ongoing stalking and harassment particularly in the April through June sexual harassment text messages. 

You can see text messages below of Newmann using the same language in December 2023. When he's looking to do something troublesome; that is what he leads with. Yet, in the video evidence, where Newmann used a victim to violate me as we'll the claim is that the property owner did this. It's stalking. It's Harassment. It's Rick Newmann. See October 11, 2024 Incident.

When I asked the officer who placed the call, he said:

 “I have no idea; they didn’t give me a name—all know was it’s your neighbor next door; I can look up the number.”

Officer Schwarzrock provided the phone number (507) 240-2139, a number unknown to me.

After talking with the police officer, I immediately called the number provided above and recorded that conversation. The video is above.

Subpart 3

Newmann’s Pattern of Using Victims To Recruit and Attack Others

The individual on the line identified herself as Sandra, reportedly involved in an alleged attempted rape by real estate property owner Don Klyberg’s onsite property manager, Rick Newmann, on November 28, 2024.

Rick Newmann used a prior victim who attempted to escape his abuse approximately two weeks earlier, on November 28, 2024, to gain his approval—now back with him on December 13, 2024. And this is Anthony Anderson’s spouse; they have lived together through my entire tenancy. This is Newmann’s best friend and co-apartment manager; the three of them are always together in Newmann’s apartment (rental office). How is it possible that Sandra is so traumatized from being forced to participate in sexual acts with Newmann without Anthony Anderson’s knowledge?

How is that when Anthony Anderson has a medical issue that removes him from the property, Sandra’s first response is to wake up sober and run away crying screaming I’m not going to have sex with you to Newmann, yet, in the year I have resided above Rick Newmann I have not heard Sandra complain about anything until Anderson was not present if she’s a victim “trapped in a lifestyle” of sexual assault—she says on the tape it's been three years. Is it that she considers Anthony Anderson’s presence protection when he’s in fact complicit in his best friends conduct?

I am here as a strong, sober, mostly sane, complete stranger to this property manager and maintenance man reporting that I fear for my life and have struggled with depression for months following the sexual advance in the rental office—what type of emotional torment and fear are addicted, disabled and developmentally disabled women experiencing surrounding Rick Newmann; no level of expression can convey how incensed and traumatized that Newmann used a vulnerable woman to attack me putting me in a predicament that her and I would become in conflict or that I may hurt her in defending myself from him and at the same experience the torment of protecting myself because I am vulnerable too. He is downright despicable, demonic and sadistic and surrounded by people who have a legal obligation—be them employer or city official to restrain him—yet, they’ve failed to do so.  

This victim was manipulated into victimizing Newmann’s current target on his behalf, inflicting emotional distress, fear, panic, shock, public humiliation, disruption of peace, violation of privacy, and forcefully entering my personal space under false pretenses. This demonstrates Newmann’s ongoing pattern of abuse, highlighting his grooming tactics and his emotional, financial, sexual, and implied physical abuse.

Newmann has been financially supported, housed, and enabled by real estate owner Don Klyberg, providing him access to targets he continues to abuse. He has also been insulated by public safety officials whom he has manipulated through charm and deceit, using his victims to torment new targets.

Former Tenant Sarah

From December 2023 to September 2024, Newmann persistently employed his former tenant and girlfriend, Sarah, to stalk me, physically batter me, damage my property, intimidate, harass, and disrupt my sleep for eight weeks. These acts were intended to induce fear, assert his authority, and coerce my compliance.

Tenant and Apartment Manager Anthony Anderson

Throughout my tenancy, Newmann also employed Anthony Anderson to execute retaliatory and legally binding actions against me for refusing to cooperate with his grooming tactics. This included a retaliatory eviction simply for asserting boundaries and saying, “Stop. Don’t touch me or my property.”

Tenant Sandra

Now, Sandra—whom I had never spoken with before November 28, 2024—is being employed to attack me alongside the police and Don Klyberg. Despite consoling and assuring Sandra that I am pursuing legal action against Newmann for sexually harassing and stalking me for a year, she has been manipulated into participating in his continued abuse.

Officer Eric Schwarzrock 

As a Black woman who carries distrust and trauma surrounding the police due to recent events both personal and in this nation, encountering a good officer like Erick Schwarzrock is both a relief and a trigger. Officer Schwarzrock clearly wears his uniform with the intention of protecting citizens, yet people like Newmann and Klyberg exploited his integrity. They manipulated and misled him, sending him blindly into a situation that could have turned explosive or even lethal, all for the sake of asserting a false sense of dominant authority—something neither of them should possess.

How dare they take advantage of a good officer, especially when there are so few in the field truly looking out for people like me?

Why are bad guys winning? This is not the America I used to know and it hurts my feelings. I am constantly carrying this sense that I’m not safe, I just want to be protected and then these two men manipulate a good one that intends to just that, in front of me. They’re despicable.

PTSD RANT

I am exhausted with bad guys winning. I’m can barely see the screen through my tears because women in this nation are scared and we don’t feel are male counterparts are comprehending how scared we are because these bad guys are winning at harming women—on behalf of American women, please draw a line in the sand between the good guys and the bad guys and stop them from winning. There use to be a time they stayed away from us, our homes, our children because regular American men were watching; it was just what men did.

I don’t know where we got lost as a society over the last couple of decades or  if pride is the way or if all this modern gender confusion has men thinking that were all the same so women can fend for themselves—we’re not the same. Please protect American women again. I tremble about our future if order is not restored, we’re at our wicks end. We’re exhausted with male aggression. We’re hypervigilant and many of us, form all different backgrounds and walks of life are crying while bad guys attack us, attack children and they’ve succeeded with us so long they’re now coming for other males. Society is not listening to us so we’re crying because the only other option is to kill and we don’t want to throw our lives away over some bad guy we only wanted to stay away—who only came at us because of the sex we were assigned at birth. Its heavy, this isn’t a joke. We’re scared. We’re standoffish and stability focused because we’re sacred.

With regard to Rick Newmann, I genuinely fear for my life. Rick Newmann is a danger to society. His actions exhibit an inability to stop preying on his targets, how can anyone including him predict what he might do to have his target—when he demonstrates the inability to stop? His pattern of abuse warrants criminal investigation. He should be required to register as a sex offender, if he hasn’t already, to protect vulnerable individuals and children from his insatiable sexual, emotional, and financial terrorism.

I am leaving this exposé and accompanying website in the world as evidence that people were warned about this man. Anyone who fails to act to remove his power, restrict his access, and alert the public about his predatory behavior shares responsibility for any further harm he commits.

I am deeply traumatized. I don’t know how long it will take to overcome the psychological pain and hypervigilance that the terror he inflicted on me daily for the course of a year caused—if that’s even possible. That’s assuming he doesn’t explode and I make it out of this situation alive.

Respectfully, Sandra is a cognitively impaired, addicted, tenant. How can this property owner or its management justify exposing me and my private data to the subjugation of a random tenant and not admit its harassment?

·       Sandra is not an employee of the company.

·       Sandra played no part in my rental application or leasing process.

·       Sandra is not listed on the Residential Lease Agreement.

·       This act constitutes several violations of my rights

Subpart 4

Incident Defining Factors

1. Property owner Don Klyberg and his staff,  Rick Newmann, are in possession of my phone number.

2. None of them contacted me directly, nor did they stop by to check on my well-being, instead a harassing police call was placed causing me psychological distress.

3. This leads me to believe this incident was a continuation of targeted sexual harassment, stalking, and retaliation orchestrated by Don Klyberg’s onsite property management Rick Newmann.

4. Don Klyberg has never contacted me just to see if I am ok during the length of this tenancy.

5. Don Klyberg and Rick Newmann are aware that I am in an ACP for survivors of violence and stalking so that my information never enters public records and yet they provided my identifying information to public safety under false pretenses.

6.      Police-conducted “wellness checks” can be categorized under mental illness, enabling the dismissal of victims of violence and harassment when they seek police protection or report misconduct. This systemic issue allows for tragic abuses of power. For example, Officer Sean Grayson ordered dispatch to search the deceased’s police history for a “10-96” (mental illness code) as he premeditated murder while in uniform. Minutes later, he shot and killed Sonya Massey, a single Black woman, who was home alone in Springfield, Illinois—eight hours from here.

Similarly, under false pretenses, Don Klyberg and Rick Newmann maliciously filed a wellness check under my identity, entering it into public records that cannot be erased. Their actions were deliberate, calculated to negligently and intentionally inflict emotional distress.

Subpart 5

Rights Violated

The following rights have been violated in this incident

Minnesota Law

1.  Right to Privacy (Minn. Stat. § 504B.211)

Under Minnesota law, landlords and their agents are prohibited from entering a tenant’s dwelling without proper notice, except in cases of emergency. The unauthorized entry into my apartment constitutes a clear violation of this statute.

2. Anti-Stalking Protections (Minn. Stat. § 609.749)

Repeated and intentional harassment, including surveillance, stalking, and unwarranted contact, violates Minnesota’s anti-stalking laws. The actions of Don Klyberg (Rick Newmann) align with these prohibited behaviors.

Federal Law

1. Fair Housing Act (FHA) (42 U.S.C. §§ 3601-3619)

As a Black, disabled woman, I am protected under the FHA from discrimination, harassment, and retaliation by landlords or their representatives. The targeted nature of the harassment and unauthorized sharing of my private information demonstrates violations of these protections.

2.  Americans with Disabilities Act (ADA) (42 U.S.C. §§ 12101 et seq.)

The harassment interferes with my ability to live in my home as a disabled individual, violating my rights to reasonable accommodation and protection under the ADA.

Tenant Rights

1. Right to Peaceful Enjoyment: I am entitled to live in my home free from harassment, intimidation, and unwarranted disturbances. The continued harassment by property management staff infringes on this fundamental right. Residential Lease Agreement Violation #19, #23, #26, #30, #31,#32. Breach of contract. Breach of Implied Covenant of Habitability.

Section 19: Landlord’s Right To Access

Landlord has the right of emergency access to the leased premises at anytime and access during reasonable hours to inspect the property, to make repairs or improvement or to show the property to perspective tenant or buyer. Except in cases of emergency, tenant’s abandonment of the premises, court order or where it is impractical to do so, landlord will give tenant 24hrs notice before entering. ‘Unless emergency (Water, elect., fire)

2. Section 23: Rules and Regulations

"Tenant agrees to comply with all rules and regulations of Landlord which are at any time posted on the premises and/or delivered to Tenant. Tenant will not, and will ensure that Tenant's guests and invitees will not: disturb, annoy, endanger, or interfere with Tenant's neighbors; use the premises for any unlawful purposes, including, but not limited to, using, manufacturing, selling, storing or transporting illicit drugs or other contraband; violate any law or ordinance; commit waste (severe property damage); or be a nuisance on or about the premises."

Section 26: Grounds for Termination of Tenancy

"The failure of Tenant or Tenant’s guests to comply with any term of this Agreement, or the misrepresentation of any material fact on Tenant’s Rental Application, are grounds for termination of the tenancy, with appropriate notice to Tenant and procedures as required by law."

Section 30: Validity of Each Part

"If any part of this Agreement is determined to be invalid or unenforceable pursuant to applicable law then the invalid or unenforceable provision will be deemed superseded by a valid, enforceable provision that most closely matches the intent of the original provision, and the remainder of the Agreement will continue in effect."

Section 31: Governing Law

It is agreed that this Agreement will be governed by, construed and enforced in accordance with the laws of the state of Minnesota. 

Section 32: Entire Agreement

“This document and any attachments constitutes the entire agreement between the parties. Any prior understanding of representation of any kind preceding the date of this agreement is here hereby superseded. Any modification to this agreement must be in writing and signed by landlord and tenant.” 

Subpart 5

Unauthorized Disclosure of Private Information:

 My personal information has been shared without my consent, violating data privacy laws and tenant protections—again.

Demands

I am requesting the following actions be taken immediately:

1. An investigation into the unauthorized entry, wellness check, and the role of Rick Newmann in this incident.

2. A formal cease-and-desist letter to Property Manager Rick Newmann and any other parties involved in the harassment, stalking, or unauthorized data sharing.

3. Written confirmation that no further incidents of harassment, unauthorized entry, or data sharing will occur.

4. Response to the three financial claims mailed to Don Klyberg.

Failure to address these violations will result in legal action. I reserve the right to file complaints with the Minnesota Department of Human Rights, the U.S. Department of Housing and Urban Development (HUD), and pursue civil remedies for damages.

 

INCIDENT COMMENTARY

Part 2

First recall the history of me calling on white crime

Recall that on August 20, 2024 I contacted Animal Control. The complaint was sent to Officer Carter Cook, who claimed “there’s nothing they can do” at most we can knock and see if the owner wants to talk to us but if they don’t answer that’s it. despite the reason I called being literally listed on the website because its their job to do something. Officer Carter Cook said the city had given up on the property; which is not true Don Klyberg continues to profit more than 150,000.00 annually because the city has protected the property—the city gave up on me the renter by allowing Klyberg to even have a license when he has a documented history of dangerous real estate in the State of Minnesota and they were giving up on me again in this phone call as I advocated for legal protection “negotiating what should be a given.” The city of Minneapolis gave up on Don Klyberg terminating his rental licenses and condemning six of his properties, five years before my nightmare.

I explained the uninhabitable conditions are damaging my health beyond what I can bear and I need to demonstrate that I have made efforts to fix the situation to advocates to support me in terminating my lease early-I want to leave. I asked that police please come and provide a police report or business card documenting the encounter for my effort to move out. Officer Carter Cook said the call was forwarded to the police chief (a “close friend” of the apartment manager sexually harassing me) and the chief would be by around 1pm. No officer ever reported to the scene to provide the official report or reference to it and the property was informed of the complaint and allowed a 30-day head start prior to an official public record being created—record mind you that has still not been made available to me more than 120 Days after the call, 2 city inspections by Steve Carson and zero effort by the property to conduct a single repair.

Part 3

Now compare how I was treated when a white male called on me “for nothing”

The officer literally said that he had a call from someone who “hasn’t seen or heard from you in a while.” That’s literally Newmann’s language. He has no right to see or hear from me; we’re not friends and have no relationship. “Keys were used.” “My home was entered” by uniformed police and I was made to engage them when I was not presentable (See Emotional Abuse #7 Public Humiliation) just because a white man (who happens to be abusing me) said so. This further solidifies my position of not taking aggressive action because of valid fear of retaliation by Don Klyberg, Rick Newmann, Anthony Anderson, Anthony Anderson’s girlfriend Sandra, Rick Newmann’s girlfriend Sarah (who has actually beat me up), the racist cruel woman at city hall, inspector Steve Carson, officer Carter Cook or the latest officer Eric Schwarzrock, while I’m still in the unit or the city for that matter.

I am medically frail physically handicapped, belongings I need to take are infested and must be carried appropriately or I’ll just be infested wherever I go and any unresolved legal problems from this property can stop me from entering a new unit and can have me evicted from a new unit, and my rental record marred with Unlawful Detainer to deny access to renting in the future. I am in a secluded, rural area more than 1.5 hours from a public transit outlet and 2.5 hours from anyone I know. I cannot leave without support.

 And I cannot aggressively defend myself because there is no law or protection under the law applied to me in Minnesota, irrespective of it’s existence, because I am a Soulaani female. If there were law, I would not have been forced to ever come to this city because the feds (HUD) would have prosecuted Dakota County CDA and Southern Nevada Regional Housing Authority for federal crimes reported concerning February 28, 2019. This is my life every day since that crime happened to me. It happened to me because I was escaping sixteen years of brutally, permanent injuries, of maltreatment in this program and all of that was reported as well.

This is the real Minnesota Paradox and 90% Racial Wealth gap behind the scenes not something that happened 100 years ago or any policy problems—Minnesota is simply allowing crime to happen to us, participating in crimes against us and refusing to protect us or make us whole when crimes against us happen. Everyone is lying about knowledge of it. I am afraid of these people! I am afraid of the rental! I am afraid of this town and I want to get out! Literally, the apartment and the environment is making me physically and psychologically sick. There is no program, community service, welfare amount, medical initiative or anything else that is going to improve Soulaani outcomes in the state; it’s all farce and money going to organizations instead or victims and marginalized people. Because everyone is lying about the source of poor outcomes; it’s only one source for every single poor outcome across the board and that is this: crime. Until there is a requirement for Minnesotan’s to act law abiding with Soulaani people and existing policy, regulation and law is equitably enforced nothing will ever improve. Nothing.

Part 4

Minnesota for Soulaani People

There’s nothing they can do, just knock and if the pet owner doesn't want to talk we cannot make them? And they refused to do that when I said ok. And they refused to provide evidence that I did request that they do something about actual impactful crimes by providing me the police report that I asked for. 

But for Newmann, a criminal, who simply hasn’t seen or heard from me they can use a key come into my home while I’m sleeping, force me to speak to them and prove I have a right to I don’t know exist freely: CHOOSE WHO I DO OR DO NOT SPEAK TO AND WHO DOES OR DOES NOT GET TO SEE ME, register my identifying information in public police matters for the third time BECAUSE I DECLINE PERSONAL INVOLVEMENT WITH YOU when there is no crime: police are just entering homes because a stranger said so? What is Rick Newmann's significance to me that officers took it upon themselves to come after me in my own home because he hasn't seen or heard from me in a while? Rick Newmann is a stalker who did this to Intentionally Inflict Emotional Distress and government police assisted him because I'm a Soulaani female.

 You're entering my home with a key and making me entertain multiple people (in uniform) when I am not presentable I am I don’t know existing freely. 

How, would I ever have as much health or wealth or happiness as any white Minnesotans when I have no autonomy and no law? And I had (have) a seventeen year good standing Housing Choice Voucher that I correctly filed my federal right to port out of the state in 2017 so that I do not have to endure this harassment and it’s affected on my health anymore. They criminally delayed acknowledgement of my request until February 20, 2019 pushed me to remain in the apartment where I was being maltreated or be homeless 8 days later. I obviously chose a surgeon so I do not loose my ability to walk completely 8 days later. They kept me in that homelessness until I arrived here December 5, 2023. I am an Internally Displaced Person (IDP) created by Minnesota and in Minnesota and I’m still without medical care, being robbed by criminals, being sexually harassed to complete debilitation. This is not right!

Part 5

Another Breach of Data by Property

Another data breach. My telephone number was given to addicted, disabled, tenant Sandra by Rick Newmann. If I wanted my data shared with her, I would have given it to her. Apartment manager Rick Newmann repeatedly hands out my private data, to his girlfriend his addicted, disabled girlfriend Sarah, he’s discussing my private business with friends at city hall, to Anthony’s addicted disabled girlfriend. I don’t want any relationship with these people. I don’t want to ever be called or texted by these people and they do not leave me alone after Newmann directs them to access me. It’s none of the power companies business if I have kids or who’s in my home. I ought to have a right to privacy and protecting my peace however I choose. They’re all over me just because of proximity and criminal Housing Authorities are responsible for that proximity; it’s not past tense until I no longer sustain damages because of it. This is stalking. This is harassment. Rick Newmann is out of control in his capacity as property manager and Don Klyberg is responsible for the conduct of his company employees.

As you can see, I do not respond to Rick Newmann’s “friendly” because he’s anything but friendly and even if he were, I still wouldn’t be interested in an single personal conversation with him. Throughout tenancy, I have maintained stern distance from Rick Newmann.

So That Nobody ask me to explain at a later date

I have been ambulanced to the hospital for another spinal injury 100% due to the numerous systematic injustices of the state of Minnesota wreaking havoc on my body; its nothing new. I went through this the sixteen years prior to escape in 2020 and have gone through exactly the same thing since stealing my HCV caused me to return in 2022 once again cut off proper medical treatment and reasonable lifestyle changes; which again highlights the injurious injustice of HUD’s continued failure to investigate these federal crimes of 2019 under FHA and prosecute both housing authorities who are responsible for everything you’re reading here because their crime placed me at the scene and seventeen years of money funneling fraud by MN DHS is responsible for keeping me at the mercy of HUD, which HUD was assisting to cover up those crimes in 2019 by stealing the HCV so I would not exit the state with documentation of the maltreatment and crimes and the injuries in my body. This act resulted in 1,775 days of forced homelessness to conceal medical fraud. Homelessness ended when I moved here December 5, 2023 and this is the hell I have been going through since.

When someone is physically handicapped; the consequences of crimes don’t just magically float away—they cannot go work a job to financially recover losses like everyone else. They stay in that position until there is justice; it becomes there new normal. I explain these common sense things because you would think I have been stuck with people that don’t comprehend common sense for 21 years. They do, they’re just cruel enough to ignore facts and take pleasure in a Soulaani person’s debilitation. I went from a beautiful home in normal surroundings to this because I am a victim of timely reported crimes this government has done nothing about. It’s been five years. The current housing situation could add another five—LEGAL PROBLEMS DO NOT HEAL THEMSELVES WHEN SOMEONE IS PHYSICALLY DISABLED. There are no alternatives and there is nothing extra to fund crimes. Its automatic injury without justice. They’re doing all this and allowing all this over a sick person pursuing healthcare—that’s why they have been hurting me non-stop 21 years and they show no shame about that. I was humiliated at the clinic. Denied medical treatment. My HIPPA rights were violated and that allowed the next clinic to follow suit documenting false medical records. I couldn’t stand up straight. Police drove me home from a hospital I should not have left because I was not okay and they were going to carry me up the stairs but I was afraid of worst spinal injuries so I had them just walk close to me until I made it in the house where I laid back down on the ground and basically remained that way for days until subtle shifts adjusted the pressure on the nerve being smashed. Because Minnesota made me go through this the seventeen years prior; by the time I reached the surgeon out of state (2020) spinal fluid cyst had formed throughout my spine and bones had to be shaved. I’m certain that’s what’s happening again right now (similar injuries) but I won’t know until I get to a clinic/hospital that will actually provide medical treatment. That is impossible in this county and likely impossible in the state. I have 21 years of experience seeking medical treatment in the state so I know what I am talking about and I have the paper trail to support it.

Newmann was home. Sarah, inebriated, had to be told to move several times by the ambulance. His text messages are a poor attempt to get personal with me through all means necessary and his only intentions are to use that access to violate me sexually and hurt me anyway possible. #Ignored.
