The Revelation of The Property Owner

Today I realized why the gentleman at City Hall loudly asked,  Do you know who owns it? and then stated the owners name before the degrading and dishonest woman at the counter scolded him with, Hush, I just wanted to see if she knew herself! At the time, I didnt understand the significance, but something told me to look up the owner this morning. When I did, I was shocked to discover that Don Klyberg, the named owner, has history of likewise properties at six additional locationsall in North Minneapolis, a predominantly Black neighborhood often stereotyped in local media as low-income and troubled; similar to officer Carter Cook's description of this property in the Animal control call(s) of August 20, 2024. He's a registered slumlord.

Subpart 1. Newmann’s House of Horrors A Failure In Prevention

This hellish yearwhich I cannot get backof financial losses and psychological scars could have been avoided. Now I am  more  upset because people had to know of this real estate owners history and still allowed him and his 'staff' to take in unsuspecting tenants to amass an income that surpasses most of the victimswhom if are like me, are victims because of this very type of systematic insulation, protection, cover and defense of criminal, predators and bad actors. Why are they Helping them hurt innocent people?

Subpart 2. Newmann Confirmed Date’s and Information In Appeal Letter 

Rick Newmann previously told me he and Anthony Anderson came to this property from Saint Paul five years ago, that's 2018. His untouchable "If you don't like it, break your lease" attitude when committing illegal behavior now make more sensehe thinks he's untouchable because of his relationships.

Subpart 3. Feeling Less Safe In Light of This Information 

With this clarity, I feel increasingly unsafeboth physically and legallynot just on the property but in a city that likely knew the extent of Don Klyberg's history long before I arrived. You would have to dislike the victims he targets in order to continue allowing him to profit and prosper doing what he does.

Subpart 4. A Pattern of Offenses 

The uninhabitable conditions I’ve endured align with Klyberg’s documented pattern of neglect. His properties at 2126 Irving Avenue North2814 Newton Avenue North2113 Illion Avenue North2524 Portland Avenue North2216 Illion Avenue North, and 3220 Oliver Avenue North have been cited repeatedly by the City of Minneapolis Department of Regulatory Services for failing to meet repair orders, with several condemned as a result and the City of Minneapolis terminating his real estate licenses on all properties in 2018; the exact year that Newmann told me he and Anderson "came here with the owner"  . Some of those properties are now owned by new people. 

So, he's one of those, run it into the ground and walk away happy with what he's was able to gain before the scam was shut down—great. Seeing as, I am in an area that has consistently demonstrated a lack of concern for my rights and an outright opposition to my safety, even before I began renting at this property. This mindset likely extends beyond encounters with City Hall, City Inspections, City Police, County Development, County Energy Assistance, City Grocers, County Transportation Supervisors, and the mean-spirited, openly racist individuals onsite who don't need any engagement to reveal their prejudice. Yet, despite this, they still feel compelled to ruin your day by engaging just to make their hostility clear: "I'm white. You're Black. We're in the same space, and I don't want you here." They attempt to humiliate or intimidate, stealing something from you—whether it’s as small as the smile on your face, your peaceful disposition, your time, your access to quality or options, or even something as trivial as 10 cents—just to ensure you understand how they feel. Because to them, their feelings are so important that even a complete stranger must be subjected to their egocentric narrative: "Me, me, me, me, me." It might be everyone that I would go to for legal help here, including the courts?

POLICING COMMENTARY NOTE 

Subpart 5. Medical Toll of Systematic Unresponsiveness 

On August 20, 2024, I called Animal Control. Nearly four months later, no effort has been made to repair my unit or address the common areas’ unsanitary, uninhabitable conditions. Don Klyberg’s chief property manager, Rick Newmann, even admitted this on video in front of City Inspector Steve Carson on November 14, 2024. Meanwhile, a persistent cockroach infestation continues, despite exterminators employing multiple methods and returning at least bi-weekly since August 28, 2024. The situation has exacerbated my PTSD and Legal Abuse Syndrome, and I urgently need help to leave. Klyberg remains unresponsive to my financial claims, which include costs for packing to prevent roach contamination and the unorthodox expenses of this necessary move.

Subpart 6. Questions On Timeline Of Event & Subjects

A. I recall Rick Newmann telling me I couldn’t meet the property owner because the owner spends most of his time in Mexico and rarely visits the property. In that same conversation, Rick explained his relationship with Anthony Anderson, noting that they came together from the cities and had been the duo managing the property onsite for five years. The timeline struck me as odd: Rick made this statement in 2023, meaning their management began in 2018—the same year all of Don Klyberg’s properties in Minneapolis were condemned.

B. Am I now surrounded by the few “tenants” who might support Klyberg, as mentioned in his appeal to halt condemnation—a request the city denied due to his consistent refusal to comply with city repair orders?

C. Is Anthony Anderson operating as some kind of “Minneapolis rescue,” thus showing blind loyalty to Rick because he would have been homeless back then; is this implication something property manager Rick Newmann is still using to manipulate Anderson?

D. Beyond sabotaging my security when overriding Anthony Anderson's legal, normal effort, to send me a copy of my documents for my records—was he reminding Anthony Anderson of his place under him; like a real band of thieves (stealing peace and health)?   

E. Is Rick Newmann running this property like his personal kingdom because of his bond with Klyberg, his leverage over the owner, and the knowledge that Klyberg cannot be physically present to oversee the property himself and is already on the states radar because of his Minneapolis history? Or could they all be in it together; birds of a feather exploiting vulnerable people?

F. "Did they simply move their operation two and half hours away and carry on without correction, once the city of Minneapolis had had enough?"

G. How reckless can you be to maintain a building in this unhealthy manor and commit all these crimes know you have a record unless you’re they type of criminal that never stops unless justice stops you?

Subpart 7. Rick Newmann’s Onsite Behavior

DON KLBERG'S HEAD OF PROPERTY MANAGMENT

Rick Newmann’s behavior on this property is deeply troubling. Allegedly, he has had sexual relationships with at least three current and former disabled female residents while making a fourth resident’s life unbearable due to her rejection of his advances. This resident endured ongoing sexual harassment and eventually ceased all communication with him. His actions appear emboldened by his pre-existing relationship with the property owner, Don Klyberg, and a perceived immunity from accountability.

DESIRED RESOLVE 

I do hope that the evidence presented in this expose serves to remove Rick Newmann, Don Klyberg and Anthony Anderson from the access to do further harm to victims.

Particularly, Rick Newmann being fired—force to turn over all keys, saved camera footage and access to camera footage wherever it may be stored ; including possible spy cameras, turn over all private data having to do with tenants past and present since 2018 wherever it may be stored. Contact the residents and let them know their private data may have been breached by Newmann, Sarah and possibly others. Neutralize all authority and access to ever hold an employment position such as this again; have animal control seize these poor, sick and abused animals so they can be adopted into loving homes and help the four victims (if they want help) securing healthy housing or with mental health and addiction support after years—of being sexually abused disabled adults and/or disabled targets of 13 months of brutal emotional abuse because of the refusal to be a willing participant of Rick Newmann’s grooming intentions. Shut it down. As the City of Minneapolis appropriately shut it down—look what I'm going through five years later in a city that hasn't. 

RENTAL HOUSING SHORTAGE 

Notably, there's a serious rental shortage in the city but I'm sure there are buyers that would be interested in the income potential; I may know two that would certainly clean up the building and bring quality professionals to the city if they did invest because they asked me if their were more properties available when I came to manage the family purchase in 2022, as they were looking into income real estate beginning in 2023. I know that my family was frustrated with their purchase because it wasn't an income property as they desired but they were pressured into making the purchase by another family member; I came to manage it but their behavior discouraged me from continuing to do so. I haven't checked in with either of them but they have resources and high quality standards none the less. I'm just saying there's got to be better than this and the property has good bones. Set at a price or turn over meant to clean it up, there's young people in the twin cities that would not only clean it up they'd support the city's economic growth. My relatives purchased their local property in full. People have been mean to me;  so the city is not for me, but I know there's investors out there that wouldn't care how people treat them.

Subpart 8. City Officials’ Behavior 

It is equally concerning that on September 20, 2024, during a city inspection, Rick transformed his demeanor into that of a submissive, charming individual. He lied about me and hurried out of the unit in an effort to evade responsibility. This behavior underscores the dysfunction and lack of accountability at this property. Which is supported by City Officials that do not respond to the scene when tenants seek protection. Moreover, they show no genuine effort of true enforcement. It has been just short of 120 days since a call was made and 90 days since the first inspection without property owner and management being required to make a single repair. This is admitted on video November 14, 2024; just under 60 days after inspection and three months since the August 20, 2024 Animal Control call. Which again, makes me feel there are some people that like what's happening to Don Klyberg's tenants because of their bias towards the tenants.

Subpart 9. Don Klyberg’s Behavior

A. Why has Don Klyberg failed to address serious issues, including violations of noise ordinances and the aftermath of a physical altercation involving Rick Newmann and his invitee or girlfriend, Sarah? This incident, which stemmed from Klyberg's grossly negligent refusal to enforce the Residential Lease Contract, escalated into an attempted stabbing and an actual battery in his rental office on January 30, 2024.

B. Is Don Klyberg’s inaction influenced by his reliance on Rick Newmann to manage his rental properties—his primary source of income—allowing him to live comfortably while tenants bear the consequences of Newmann’s mismanagement? Does Klyberg prioritize profits over the well-being of his tenants, showing little concern for the harmful conditions they are forced to endure?

C. How can someone who respects the rule of law and human decency continue to be associated with rental environments characterized by violence and neglect, especially after losing all real estate licenses due to six tenant properties being condemned? Is it unreasonable to suggest that Don Klyberg should exit the rental property business entirely? Or is he part of a broader pattern of negligence and exploitation alongside Rick Newmann and others?

D. During my only direct interaction with Klyberg, he appeared completely detached from the issues at his property, displaying more concern for his wealth than for tenant safety. When I called him to address stalking and noise harassment before the situation turned tragic, he failed to act. The battery that occurred could have been prevented, and as the property owner, it was his obligation to intervene. The fact that I am still alive is purely due to chance—Sarah dropping the machete.

E. Am I, hundreds of miles away, left to deal with the fallout of a disastrous operation that has been known to city officials for years? Why do these officials appear more interested in shielding negligent landlords and undermining victims seeking protection than in holding these individuals accountable? Or are these recurring failures simply coincidental?

Subpart 10. Facts

1. Wealth is being accumulated at the expense of Black suffering, perpetuating systemic inequities and exploitation.

2.  Women are being sexually and financially exploited under the pretense of providing housing. Repairs are withheld as leverage, creating an exploitative dynamic where “no sex equals no repairs” is not a mere allegation—it is a documented reality.

3.  During this time, I have incurred over $18,700.00 in losses, while Klyberg has allegedly grossed $151,200.00 from this property alone. These profits have been earned through deliberate neglect and abusive practices by his management team, with his full knowledge. This is not small business income; it represents a salary far exceeding what many Soulanni Minnesotans earn through full-time work. Klyberg’s wealth is being amassed by breaking the law and harming tenants who are paying their rent on time and following the rules.

4. I could have been protected by the city simply saying "no" to a landlord with a documented history of multiple condemnations—publicly available for five years prior to my application. Instead, the city continues to fail in its duty to protect me, allowing nearly four months to pass without holding the source of trouble accountable. Meanwhile, I bear the brunt of these issues, confined to the building due to the physical disabilities and financial constraints forced upon me by others' harmful choices.

5. I know local individuals with no such history who have been denied the opportunity to purchase commercial real estate within this city, raising questions about the double standards at play and the broader implications for equity and justice.

Subpart 11. Trapped In Injuries & Damages Declaration & Call To Action

As a tenant, I am now physically ill and emotionally afraid—afraid of the property, afraid of the city due to my interactions with them about this property, and afraid of the state due to its long history of maltreating me.

This situation is incomprehensible, unjust, and profoundly wrong. I urgently require financial assistance, physical support to leave this property, and justice to free me from the ongoing harm caused by these individuals. Their actions, compounded by criminal negligence at higher levels of government, have left me trapped in an untenable and unjust environment.

I demand justice. Order Don Kylberg to pay his debt of $18,638.37 for the documented damages I have photographed, videoed, and made public.

Hold property managers Rick Newmann and Anthony Anderson accountable for their actions. Rick Newmann must be publicly identified through an official Fair Housing Act judgment. Prospective renters must be warned of their documented history.

Newmann and Anderson are directly responsible for the harm inflicted upon me and, tragically, other residents. Among them are multiple severely disabled women who have suffered abuse. I have captured video evidence of one such woman immediately after she allegedly escaped SA. She admitted that she and her sister were coerced into non-consensual acts by Newmann, unable even to request basic repairs without enduring molestation prior to my speaking with her.

City officials have neglected their duty, allowing this predatory behavior to persist. This neglect has emboldened Newmann, who targeted me when I resisted his advances.

Subpart 12. Exhibits

Internet sources cited in the bibliography of this exposé and its accompanying website, along with the City of Minneapolis evidence packet, thoroughly document these condemnations. I deeply thank the City of Minneapolis, Honorable Hearing Officer Fabian Hoffner, and everyone involved in halting Don Klyberg’s harmful practices against renters in North Minneapolis.

I know, because of my current experience, that your efforts protected people, and Im holding back tears wishing I had been among them. Instead, I and multiple victims remain hours away, enduring uninhabitable living conditions under Don Klybergs properties, coupled with sexual harassment and alleged sexual assault by his property management employees. It wouldnt surprise me to learn that these same employees were among the couple of tenants Klyberg cited in the Citys case against him five years before my nightmare with him and his team began here.

CAUSES OF ACTION

1.     Intentional Infliction of Emotional Distress (IIED)

Ø Allegation: Don Klyberg’s Tenants, Staff and Invitee engaged in extreme and outrageous conduct, including sexual harassment, stalking, intimidation, destruction of property and retaliatory refusal to make repairs with the intent to cause severe emotional harm or with reckless disregard for the harm caused.

Ø Result: Subject suffered severe emotional distress, including but not limited to anxiety, fear, mental anguish, and psychological trauma.

2. Punitive Damages

Ø Allegation: Don Klyberg and Property Management conduct was willful, malicious, and in reckless disregard of the subject’s rights, warranting an award of punitive damages to deter such behavior in the future.

Ø Claimed Amount: To be determined by the court based on the egregiousness of Don Klyberg and Property Management actions.

3. Breach of Contract: Residential Lease Agreement

Ø Allegation: Don Klyberg and Property Management failed to uphold their contractual obligations under the lease agreement, including failing to provide habitable conditions, adequate privacy, and protection of Subject’s property.

Ø Result: Subject suffered financial loss, property damage, and emotional distress.

4. Breach of Implied Covenant of Habitability

Ø Allegation: Don Klyberg and Property Management failed to maintain the property in a safe and habitable condition, including refusal to make necessary repairs and address hazardous living conditions.

Ø Result: Subject endured unsafe living conditions, emotional harm, and financial damages.

5. Mail Tampering, Mail Theft, and Mailbox Vandalism

Ø Allegation: Don Klyberg and Property Management interfered with, damaged, or tampered with Plaintiff’s mail, violating federal and state laws regarding mail delivery and privacy.

Ø Result: Subject suffered financial loss, loss of property, emotional distress and invasion of privacy.

6.Chronic Violation of Tenant’s Right to Privacy

Ø Allegation: Don Klyberg and Property Management repeatedly gave the tenants identifying information and private data to tenants and guest, failed to store private data correctly in rental office, opened, moved and stole tenants mail, gossiped about tenant through the city in disparaging character, used tenants phone number to send unsolicited sexually harassing text messages, used master key to leave sexually harassing and intimidating secreted notes in the mailbox, used police entry to threaten, intimidate and caused emotional distress, stalked tenant at windows, under the floor, at mailbox, at door, at phone, without authorization and exposed subjects personal information without consent chronically over a period of thirteen months.

Ø Result: Subject suffered emotional distress, invasion of privacy, and harm to personal security.

7. Negligence Resulting in Battery

Ø Allegation: Don Klyberg and Property Management negligent conduct directly caused or contributed to physical harm or offensive contact against subject.

Ø Result: Subject experienced physical injury, emotional distress, and financial costs.

8. Hostile Living Environment

Ø  Allegation: Don Klyberg and Property Management created an abusive and hostile living environment through harassment, intimidation, and failure to address unsafe conditions.

Ø  Result: Subject suffered emotional and psychological harm, fear for safety, and financial hardship.

9. Gender-Based Discrimination

Ø Allegation: Don Klyberg and Property Management targeted Plaintiff for discriminatory treatment based on gender, in violation of applicable anti-discrimination laws.

Ø Result: Subject suffered emotional harm, loss of housing security, and other damages.

10. Sexual Harassment

Ø Allegation: Don Klyberg and Property Management engaged in unwelcome conduct of a sexual nature, including harassment and stalking, creating a hostile living environment.

Ø Result: Subject experienced emotional distress, fear for safety, and mental anguish.

11. Cyberbullying

Ø Allegation: Don Klyberg and Property Management engaged in electronic harassment, including inappropriate or threatening communications, constituting cyberbullying and sexual cyberbullying.

Ø Result: Subject suffered severe emotional distress and mental harm.

12. Property Damage

Ø Allegation: Don Klyberg and Property Management intentionally or negligently destroyed or damaged Plaintiff’s property.

Ø Result: Subject incurred financial losses in the form of repair or replacement costs, loss of health and emotional distressed.

13. Property Theft

Ø Allegation: Don Klyberg and Property Management stole Subjects property, including BBQ Grill causing financial loss.

Ø Result: Subject suffered financial harm, loss of health and emotional distress.

14. Intimidation

Ø Allegation: Don Klyberg and Property Management engaged in threats, harassment, and other intimidating behaviors to coerce or control the subject.

Ø Result: Subject experienced fear, emotional distress, and loss of peaceful enjoyment of the premises.

15. Retaliation

Ø Allegation: Don Klyberg and Property Management retaliated against Subject for asserting tenant rights or making complaints about the property condition, violating tenant protection laws.

Ø Result: Subject suffered emotional distress, financial hardship, and property harm.

16. Stalking

Ø Allegation: Don Klyberg and Property Management repeatedly followed, monitored, or harassed subject, causing subject to fear for personal safety and security.

Ø Result: Subject experienced emotional trauma, anxiety, and loss of peace of mind.

Those first two months—December and January—were completely roach-free. I settled into the unit, hopeful and ready to make a maximum 12 month go of it. Then came February. That’s when everything changed, January 30, 2023 is when apartment manager Rick Newmann’s guest (girlfriend) physically assaulted me; she left the property very shortly after. Rick Newmann began a “cleanup” in his apartment and rental office following Sarah’s departure. Within days of his so-called cleanup hauling contractor bags of trash from his unit to the dumpster and the garage to unit, to trash—touching items he said belong to their former tenant of the unit I was renting who he said filthy months before, roaches began to emerge in my unit, scuttling up from Rick Newmann’s downstairs unit like unwelcome guests I hadn’t invited.
